There are a few reasons why cards cannot be played. Each spirit has Energy, which is used when a Power is played. Energy cost varies between Powers. There is also the total number of playable cards, which dictates how many Powers you can play that turn. Once that maximum is reached, you cannot play any more cards until the next Spirit Phase.
