The current Invader Stage (I, II, or III) is shown by the top card of the Invader Deck. It is very often different from the Terror Level, which is shown by the Fear Deck.

 

Exception: If playing against Brandenburg-Prussia level 2+, the early Stage III card is treated as if it were Stage II.
