When using Ocean’s Hungry Grasp, Fear card effects do not trigger the Ocean In Play special rule. The special rule notes that Presence placed on boards with oceans make them coastal wetlands for the use of powers and blight only. They are not considered to be in play for the purposes of Fear card effects, so those cannot trigger the drowning. The same is true for Event cards, and for pushing during Growth, (e.g. Sun-Bright Whirlwind).
