As the Scenario states, you can only “play” the set-aside Power Cards once Stage 3 begins. That is when there is a regular Stage 3 Invader card on top of the deck (i.e. they just explored with the last Stage 2 card).

You can "play" the set-aside Power Card by pressing the scenario button on your Spirit summary panel.
